Our Approach
Rolling Hills Land Surveying was founded with a simple purpose: to practice surveying as a craft, not a commodity.
We believe boundaries matter, not just on paper, but in how land is understood, conveyed, and respected over time. That's why every survey starts with the history of the property: the original intent, the records that created it, and the rules that decide where its lines fall.
Every project is approached deliberately. When boundaries are unclear or records conflict, we give priority to the original intent and the documents that control, not to speed or convenience. The goal isn't just a drawing. It's a survey that stands up to scrutiny years down the road.
We're intentionally hands-on. Every job is handled by one person from research to final plat, and every survey is reviewed, signed, and sealed by a Georgia licensed surveyor. Jobs are priced on the time and effort it takes to do the work correctly.
Founded by a United States Navy veteran, Rolling Hills is built for the long term, with discipline, accountability, and respect for the craft of land surveying.

Meet the Surveyor
Rolling Hills Land Surveying was founded by Rocco Pagano, a Georgia licensed land surveyor and United States Navy veteran.
Rocco earned his Bachelor's degree in Surveying Engineering Technology from the University of Maine, where he studied boundary law, deed interpretation, and survey measurement.
His background includes complex boundary work in New Jersey under a licensed surveyor, from deed research to sorting out conflicting evidence in the field, along with surveying in Georgia and time as a civil designer for land development firms. That design work gave him a clear picture of how survey work is used once it leaves the surveyor's hands.
He started Rolling Hills in 2026 to run every job the way he believes it should be run: one person carrying it from research to final plat, with a licensed surveyor reviewing and sealing every survey.
How We Work
Every project begins with understanding the property, not just measuring it.
1. Research first. We review the recorded deeds, plats, easements, and older documents to understand how your property was created and conveyed.
2. Fieldwork with intent. We go into the field with the research in mind, looking for the evidence that controls your lines and checking conditions on the ground.
3. Analysis and retracement. We put the measurements, records, and evidence together to reach boundary conclusions that hold up.
4. Clear deliverables. Your survey is prepared clearly and accurately, with notes that show the work behind it.
5. Communication. We keep you informed throughout, especially when questions or conflicts come up. Every inquiry is answered promptly, within 24 hours.
Work is never rushed at the expense of getting it right. Timelines and fees are based on the effort it takes to do the job properly.
